'Content not installed' when placing household from library

I can't download nothing I already created I need help. It's saying the content is not downloaded but it is. I have all the updates. I tried everything on my PS4. And nothing is helping. Can someone please help me????? Am I the only one dealing with this?????

    Just got done talking with EA HELP and they said it's a bug and we have to wait for a new update for it to be fixed.
