'Content not installed' when placing household from library

You're not the only one! I'm dealing with this too on ps4. All packs are installed and I'm getting this on everything I download from the gallery.

This is happening to me on PS4, when I try and place a sim I made from my own library it says content is not installed even though I own all the packs, however the sims place fine after clicking on the pop up and nothing is missing
