'Content not installed' when placing household from library

Product: The Sims 4 Platform:Microsoft XBOX One Which language are you playing the game in? English How often does the bug occur? Every time (100%) What is your current game version number? 1....

@littelpan Is this when you are placing sims or lots from the library or gallery, or just when you are playing?

They're my own created Sims I made years ago that I was to load from my library. I've never had this issue before.
