This is happening to me too! and I'm on PC so not just a xbox/ps issue, I have the most updated version, no mods/cc, etc. (Updating my reply after further testing what does/doesn't cause the "content not installed" pop-up error msg) So for me I'm on PC (not console) I've noticed this message only occurs when trying to put households/lots from the gallery that contain cas/build items from these specific packs: EP- Cottage Living, GP- Dream Home Decorator, Journey to Batuu, SP- Toddler despite owning them, creating w/them, properly installed, zero issues with packs previously, most updated version (1.85.203.1030) installed, etc. If the gallery item is your own build or someone else's, the error msg still occurs and after checking, nothing in the build/sim is actually missing from any packs.
I too experienced this on PC. I was downloading a non-cc lot from the gallery. Every pack used in the build I have. My First Pet shows as not being installed yet the items were verified to be in my current game save. I uninstalled everything and origin states that it’s unable to reinstall My First Pet.
