Cook Together With Doesn't Include Cupcakes

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.101.290.1030
What expansions, game packs, and stuff packs do you have installed? All but the Modern Menswear Kit
Steps: How can we find the bug ourselves? Have sims cook together.
What happens when the bug occurs? There are no options for making cupcakes.
What do you expect to see? I expect to see the option to make cupcakes.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. After the Sept 26/23 update that added the option to make cupcakes on the stove.

Here is what I see if my sim cooks by himself you can see there are cupcakes shown here. 

Here are all the level 1 options if I ask him to cook with someone else, you can see cupcakes aren't included (there are more screenshots as cook together with combines cooking, gourmet cooking and baking).

Note I tried both with and without the Simple Living lot challenge on and in both cases there was no option to make cupcakes when my sim was cooking with someone else but it was there when cooking by themselves.
