Day of the Dead Celebrators won't consistently offer sugar skulls

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Often (50% - 99%)
What is your current game version number? 1.46.18.020
What expansions, game packs, and stuff packs do you have installed? All of them.
Steps: How can we find the bug ourselves? Leave a sugar skull offering and talk to the Day of the Dead Celebrator summoned.
What happens when the bug occurs? When a Day of the Dead Celebrator is summoned and befriended, they will frequently refuse to offer a sugar skull, unless Good Friends status is achieved. It is particularly prone to occurring when a Celebrator you have already befriended is summoned for a second or third time.
What do you expect to see? Sugar Skulls being offered at "Friends" level all the time, instead of only sometimes.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure 

I'm trying to get the whole Sugar Skull collection, and have been summoning Day of the Dead Celebrators as often as possible.

I've found that somewhere around 75% of the time, perhaps a little more often, they will refuse to offer you a sugar skull even if you are friends with them, and you have to invite them to hang out and then push the relationship all the way up to good friends before they'll offer a skull.

This doesn't happen all the time, though, so presumably it's not an intended feature. I've also found that if you've summoned somebody as a Celebrator before and have an established relationship with them, they sometimes still won't offer a skull to you on the first request, even if your friendship is at a higher level than where it was when you first received a skull from them.

For example, my sim summoned a NPC named Atharv Srivastava and had him at "friends" status when she received a skull for the first time. She then invited him to a house party and built further friendship with him, to just below "Good Friends" level. He later spawned as a Day of the Dead Celebrator, and I requested a skull straight away - thinking that he'd give it with no problems. He didn't. I had to have her build their friendship up to Good Friends before he'd offer the skull.

However, the next Celebrator spawned just required a Friendly Introduction (with the Incredibly Friendly trait) and two friendly interactions to offer a skull when asked.

  • It's a shame there wasn't a funeral tradition added related to collecting the sugar skulls. Could have worked like the Bunny day tradition with seasons

    It stopped working again a few months ago. The celebrant will (in my experience) 100% refuse to give you a skull asking why they should give a skull to a stranger or an enemy. They are either maxed or closed to maxed on friendship and have no negative sentiments in the relationship profile on my end. I've been getting around it by cheating and removing the "near enemy" trait/tag and asking again. Seems to me like the act of summoning them as the celebrant will apply the enemy tag on their end, making it functionally impossible to get skulls without cheating. Between the summoning failing often, the celebrant leaving the world just a few seconds after being summoned and now refusing to give skulls when you DO get to ask them for it, this collection is turning out to be a massive headache.

  • I'm also having this issue, on top of not being able to even talk to them if they show up at all. Sometimes I get the success pop up and nobody shows up at all (and I'm looking everywhere, paused and unpaused). Sometimes when I do find them they're not even an NPC I can interact with. I've gotten a 4 star celebrity so I couldn't do anything but ask for the sugar skull, which of course failed. Just now I finally found the person as she entered the neighborhood, who then beelined across the square (I'm in the Arts neighborhood of City Living), and immediately disappeared. My character was doing nothing and had the interaction queued, but she never moved and the NPC despawned. I couldn't even reset the Celebrator with shift click. Failing to even get them to show up happens 5/7 nights. I've been trying this between two worlds, about 4 years in-game with one week seasons, and I only have a few skulls because of this. I didn't think it would be this hard to complete this collection, it's beyond frustrating.

    Editing to add, I've been able to interact with the NPCs in this neighborhood before, so I know it's not the world. The two times summoning has been successful I've been able to get a skull from them. But they shouldn't just spawn and then immediately leave.

    I haven't had one spawn in a VERY long time so I thought it was a limited thing. How do I get one to show up? I have the interaction at the grave, but then nothing happens...
