[Discover University] Electricity turned off in dorm + Plethora of other bugs

Steps: How can we find the bug ourselves? Everything started with Discovering University and seem to only take place in the new neighborhood. Due to the mass of the bugs and since they occure every single time I play, I guess just start up the game and play a bit?
What happens when the bug occurs? Sims go invisible and/or start teleporting all over the place, random T-Posing, my Sims are being held hostage by a rabbit hole event for 5 hours after the event ended, trying to join the sports team toggles the "Chose a Job"-window, it takes forever for my sims to follow through with an action (they just stand there and do nothing, resulting them in missing lectures or events, falling asleep or soiling themselves instead of going to the toilet / bed. The only thing that seems to help is an occasional debug-reset of my Sim). Those are annoying, but sadly kinda expected. What was the final straw was when the electricity went off in my Sims dorm hall and the notification that they cut off the power because I did not pay the bill - without ever having recieved one. Trying to re-locate my student sim doesn't work either. It says that I can only join dorm halls if I'm enrolled in the university, despite being in the middle of the semester.
What do you expect to see? A Patch that fixes those problems.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

I'm not entirely sure if this is the right place, due to the sheer amount and different natures of the occuring bugs. I vented my frustration on Twitter earlier this day and Bruce from EAHelp told me to post my issues here, so I'm doing that.
I already went though everything I can imagine to make the game playable enjoyable again, restarting the game / Origin / my PC, check and install any updates (grahic card, any relating software, system) repairing the game in Origin. I have enough storage space on my PC, RAM is within the green range...
I don't use any game changing mods or scripts, only custom CAS-items that I removed before the installation of the new patch and AddOn. Also I did not use any cheats up until I needed to reset my Sims so they can do anything again, and when I tried to pay the non-existent electricity bill.
I have exhausted all possibilities to my best knowledge and I don't know what else I could do to make the game playable again.
[Edit: I paid the bill via the PCs in the Library, but a few days later I got the message to pay my bills or else again, without ever receiving a bill to begin with.]
