"Discuss fear" option doesn't appear

What expansions, game packs, and stuff packs do you have installed? All expansion packs except [HSY], all game packs except [JTB], all stuff packs except [MFP], [CK], [PP] and [LP], and only the kits [BTD], [IA], [BR] and [LC].
Steps: How can we find the bug ourselves? Just play the game and have some sims with fears (I guess, it's been this way for me), in a household with more than tree sims at least one of them won't be able to talk about their fears with any other sim and therefore will become sad/angry with time because they won't be able to move on from that fear.
What happens when the bug occurs? The fear (any fear) appear to a sim. Then the want of talk about that fear also appears. But the "discuss fears" option doesn't show in the menu when talking with ANY other sim.
What do you expect to see? The option "discuss fears" in the menu when a sim has a fear they want to talk about it.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I tried to find if anyone else had talk about this especifically but didn't find.
Allow me to add to this - I had the Discuss Fears which wasnt working as it should have - no option on a sim the sim with fear to discuss, randomly I decided to try with a sim that was a bit under enemy... and the option was there! after using it with enemy sim ever since it has behaved appropriately and the option appears in the correct relationship of friendship.
Second tie I did not need to coplete any wants to be able to have them Discuss.
Sims is weird. Try enemy sims when something isn't behaving at first. Try other sims also. occults even.
