[DU] Adult cant enroll after acceptance

Let me explain this sim. She is the 41st child of my main household. Her mom and dad are max sims and spellcasters that has completed university several times. 

Star (my sim) has a twin who moved out with her after they got married. Star is with Nate and Shay Shay is with Roy. Nate and Shay have both graduated university. They all was accepted for distinguished agrees. But only Star was unable to enroll. 

Star is a almost max sim. I was going through completing every aspiration I am at the academic aspiration but she can't enroll in University. I've done the same thing I've moved households I've moved Lots I built a brand new house for them twice deleted all computers upgraded all my computers to the best one and still no change she just is unable to enroll in University Star also has a teenage son who's almost also maxed out he graduate high school early and is able to enroll in University but not Star.

As I read yours I believe it might be the same thing star did not go to university as soon as she got the acceptance letter she got her letter at a time where she was actually raising an infant so she didn't go to university right away I waited to age up the infant and then try to enroll into University and enroll wasn't an option. Oh yeah i have my game set to don't age up automatically. She is a adult. And im sending Nate through university again, so it still works just not for Star.
