[ECO] Civil Designer: 'Present a Municipal Concept' not fulfilling

How often does the bug occur? Every time (100%)
What is your current game version number? 1.86
What expansions, game packs, and stuff packs do you have installed? Everything except For Rent
Steps: How can we find the bug ourselves? Have a Civil Designer, choose Work From Home, and have a task be "Present a Municipal Concept" to another sim. Use the Electronic Drafting Tablet to make a concept, present it to another sim.
What happens when the bug occurs? The sim will repeatedly have routing failures if you try to get them to present a concept to another adult sim, until you have them initiate a conversation with another sim while standing, and only then can they present the concept. The sim will do the presentation and get feedback, and the task will not fulfill.
What do you expect to see? The sims being capable of standing to chat to present the concept without first having to be in a conversation, and then for the task to fulfill as it's supposed to.
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I've wasted a lot of time trying twice just trying to get this task to fulfill, and it just won't and I'm beyond frustrated.
