[ECO] Energy-efficient upgrade doesn't make fridge more efficient

Since the latest patch that allowed fridges to be turned off in OTG lots, this seems to be working correctly, at least when playing OTG. Before the patch if I was playing one of the Cottage Living fridges I'd have to toggle utility use before I'd get the savings each time the lot was reloaded, but post-patch the energy savings is persisting on lot re-load without the toggle. I have not tested to confirm whether this is working properly when not using the OTG lot challenge.
