[ECO] Enthuse about fabrication gives recipe that sim already knows and no inspi

Steps: How can we find the bug ourselves? Have a sim with the fabrication skill. Enthuse about fabrication with another sim.
What happens when the bug occurs? The first few times you will learn a new recipe. After that you might get the notification that your sim didn't get any inspiration, along with another notification that your sim learned a new recipe. But your sim already knows that recipe.
What do you expect to see? Just the notification that your sim didn't get any inspiration. If your sim has learned all recipes, then I expect a notification that there is nothing left to learn.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
