The short answer is if you are having this issue check if your sim has the Marketable trait and if so use the following console commands to remove it.(make sure the sim who is having trouble using the fabricator is the active sim)
testingcheats on
traits.remove_trait marketable
This may allow you to make upgrade parts correctly at the expense of your fabricating sim not able to have the marketable trait.

I believe I have encountered this issue, where one of my sims did not complete fabrication of any upgrade part properly. the fabrication machine would go to the half full animation and the part would appear in my inventory. I could then scrap the fabrication or resume the fabrication and the process would not complete properly adding another part to my inventory. It also did not trigger the green technician daily task of creating an eco upgrade part

I tested with other sims in my household and found they had no issues fabricating an eco upgrade part. Which led me to examine what was different about the sim which could not fabricate parts properly.
What I found was that the issue appears to be the Marketable trait, I removed the trait with the following console commands while the affected sim was active
testingcheats on
traits.remove_trait marketable
Then attempted to fabricate an eco upgrade part and it worked correctly. I also bought the trait for another of my sims in the household and found that sim could no longer craft upgrade parts correctly.
I believe the marketable trait increases the value of an object created by a sim by a random modifier. I speculate that this process is generating the error when attempting to update the value of an upgrade part. My guess would be that upgrade parts have there value fixed and it is illegal for the marketable trait to try and update it.
The bug is not fixed to this day. But removing marketable fixed it so thank you sooo much .
