[ARCHIVED] [ECO] Messages for NAP being passed with Option turned off

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.109.207.1020 (October 1st 2024 patch)
What expansions, game packs, and stuff packs do you have installed? all packs except journey to batuu and a couple of kits
Steps: How can we find the bug ourselves? turn off npc voting, play until monday 6 PM, get a notification that a NAP is active, when it isn't. It's the exact same as the bug that was supposed to be fixed with the previous patch. I didn't play with just the previous patch, so I don't know if today's patch reintroduced the bug, or if it was never really fixed.
What happens when the bug occurs? You get a notification that a new NAP is active.
What do you expect to see? No notification
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

As said, this issue was supposed to be fixed in the 18 september patch. I didn't download that one, but now that the mini patch was released I thought I'd give it a go. I removed my mods, updated my game (both patches at once), repaired my game, then started a brand new save. I played a couple of days, and my sim first got a phone call from her neighbour to vote on a NAP (I've never seen that before either) and then at 6PM, there's a notification that Support the Performing Arts is now active. Thankfully no NAPs are active (that would be far worse). But there shouldn't be a notification.

I've no idea if this happens all the time, I've only played 2 days, but I couldn't skip the question about how often it happens.
