The building and neighborhood shells are overlapping after the Modern Development NAP is removed. The neighborhood won’t reset properly.

It started after I enabled the modern development in conifer station. I have now moved households to the apartments in the other neighbourhood (Grims Quarry). It doesn't seem to be glitched there but it was already on modern development.
I removed modern development in Grims Quarry, let it go back to normal and had no glitch then reinstated it and again no glitch so seems to only be an issue in Conifer Station
@3986p3o2mz74 Conifer Station seems to have several issues with the modern Development.
Wonder if it just escalated with the changes they made.
