I think it could be related to this other bug.

The only advice I can give you is to set the lot trait Geothermal, that generates a power surplus to your house, maybe it can help.

@GiardiniDiMarzo Great, a bug posted 4 years ago that hasn't been fixed. What a surprise. Thanks for the link though, I will see what the geothermal trait can provide.
