[ECO] Reduce&Recycle Lot Challenge: Impossible to Remove Roaches from Trash Can

What expansions, game packs, and stuff packs do you have installed? All DLC
Steps: How can we find the bug ourselves? Enable the Reduce and Recycle lot challenge 
What happens when the bug occurs? It is impossible to remove the roaches (see video)
What do you expect to see? It should take 1 or two tries to remove roaches (like it does with the flies) 
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No
