[ECO] [W] 'Free Love' NAP leads to nonconsensual fated mate pairings

Steps: How can we find the bug ourselves? Take a sim to community lot and have them interact with others/watch the other sims interacting around you - particularly with werewolf sims.
What happens when the bug occurs? Sims flirt with each other like they would when the Eco "free love" NAP is active, even if NAPs are turned off. This also causes werewolf sims to get a mate almost instantly upon meeting another untethered werewolf.
What do you expect to see? Sims acting normally/not flirting all over the place randomly in the "free love" manner. Player choose to flirt with other werewolf sims to get their fated mate.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

Please describe the patch or change you made. Happened after installing Werewolves.
Every time I make a new werewolf sim and bring them out to a community lot they get paired up with a "fated mate" almost instantly with [just about] the first wolf they meet. From what I've read, players are supposed to control the ability to choose their wolf-sim's fated mate (assuming the flirt action works), but never the other way around - meaning it shouldn't happen to your sim randomly by being flirted with by other sims. This is particularly important due to werewolves only getting one fated mate ever.
Example: I turned my sim Max into a werewolf and brought her to the Grimtooth Bar, where she met Lou Howell. I tried to have her chat him up to find info on being a werewolf/learn about wolf packs/etc. I did not have her flirt with him. However within moments of them meeting, he flirts with her and now she's his fated mate. Worst of all, and the reason I didn't have her flirt with him, is that she was already engaged to someone else. Now every time Max and her fiancé get romantic, she starts getting tense because the game thinks she's "cheating". She shouldn't even be Lou's fated mate in the first place. It was completely out of my control and happened without any warning. While her fiancé is a vampire, and thus they'd never be able to be "fated mates", it does also play havoc with the "one per customer rule", especially when you had no say in the matter.
I also ran a test [in the attached screen shot] with a new wolf sim (Nayeli). After making her, I sent her to go meet the Volkov family (I also had moved another wolf into that house prior to this). After entering the house, Bell (my other wolf - on the left in the screen shot) immediately walks up to Nayeli (on the right) and flirts with her. They hadn't even introduced themselves yet when this happened, and I had no power to stop it. But there we are, fated mates... This near-instant, nonconsensual pairing has happened to all of my wolf sims now.
I believe this may stem from something interfering with the Eco pack. Wolves aren't the only ones who seem to be randomly flirting with people at will. When out at a community lot with a sim I notice the other sims around me, werewolf or otherwise, act the same way - like the Eco "free love" NAP is active. I have NAPs turned off to avoid this, but it's still happening, and could be the reason for the instant wolf-mate pairings happening via random sim flirts.
