Elder Sim Can't Retire or Take Vacation Days

What expansions, game packs, and stuff packs do you have installed? No mods, I have almost all packs and kits installed, with a few exceptions.
Steps: How can we find the bug ourselves? Under the phone or computer menu when trying to retire
What happens when the bug occurs? I do not have the option for my elder sim to take a vacation day or retire from the mortician career.
What do you expect to see? I expect the "take a vacation day" or "retire" to show up under the phone or computer menu
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No
My elder sims did not have the option as an adult to take family leave and now as an elder he has no option to retire or take a vacation day.
