I had this problem last night and nothing I did fixed it. It started when my sim went to visit someone who lived in a rental. I got an error 132. When I relaunched the error happened again. So I moved everyone out of the rental and tried to access the lot via build mode to replace it with another and the game crashed. I recovered old versions of my save, back 5 days, each time the same thing happened. The game would give an error, something about ladders and routing issues and then crash. I ended up starting a new save. It didn't occur to me to try to remove the lot from the tray files. A new save functions fine, I didn't put the faulty lot back.
Do we have to be on the affected lot to use all cheats to destroy the ladders? Because when it happened to me I couldn't access the lot in build mode, the game would crash if I tried.
