I think I know what you mean. I've had this for a while now. But for me, it sometimes just help clicking on the dish a few times. The option always shows up eventually
I'll add this though.
Could you provide your save game ? Especially if it's reproducible (cause for me it's not, it's hit and miss)

I just tested with a vanilla game and there was no problem. The 'clear away' option was always available.
But then while playing the Pancakes household (in the vanilla game), after inviting the new neighbours inside the 'throw away' option was greyed out, and the need sink or bin message popped up.
I think it has something to do with eating outside, although all the lots have outside bins. Or it might have something to do with the big table - I remember there was an issue in the early days with one of the long dining tables that was preventing Sims from clearing dishes, maybe that bug has come back for the big 6 seater round table. Or maybe it's the welcome wagon (and that fruit cake!) I stopped the save with the dishes still on the table (Mr & Mrs Pancakes)
The save zip is 2.73 MB - I've tried to upload it 3 times but it's obviously too big, sorry
(edit) - you can ignore all of those suggestions! You're right it's random. Back in my original save game, some of the household have 'clear up' greyed out, others have 'throw away' greyed out for the same dirty dishes on the same table.
But as I mentioned most often they clear up themselves anyway, so it's not that big a deal.

I was trying to attach it here because I am trying to tidy up my online storage, I've got files and stuff all over the www and I am working on bringing them back to local storage.
