Just so you know I've reported this in smaller bugs:
a sim who mastered mixology branch then restarted the career cannot reach the max career level ever again. The reason? The game doesn't recognize he wrote (now another) mixology book which is a requirement for the promotion. Sim can write many of these books, the book requirement will still say 0/1.
My sim can write every possible skill book that exists (as I maxed all skills on him and all careers too). Including the mixology guide. The game now refuses to acknowledge I've written a new guide.
This means I managed to "write bar guide" once after the game was released. It is possible that one of hotfixes messed it up.
And I didn't use any cheat in my game.

This is a known bug -- the work around for it is to force-zone the sim. Either go to another neighborhood with the sim, or just hit M for map, and it somehow seems to force the clearing of the data so that new interactions can be tallied. Initially I would go to the library or gym, but then I realized just loading the map was enough. Just hit J to see if it clears itself out. Then write the new guide.
