I updated my game and have been playing just fine since the release but just a few hours ago, I opened up the game and my save and can't seem to bathe my toddlers.
My household consists of 2 adults, 1 teenager, 2 toddlers, and a baby. I've had both adults and teenager attempt to give either toddler a bath but no luck.
When I select them to give the toddler a bath, they put the toddler in the tub, but instead of washing and making the cleanliness bar raise, they immediately take them back out of the tub. I have no mods enabled, so that can't be an issue.
EDIT:
I just tested it with another randomly made family and it works just fine. It seems it's only that one specific save having the problem.
I've put the bathtub in the garden until the baby problem is patched 🙂

I had this problem too, and my Sim was finally able to bathe the toddler when I put a regular bathtub in, previously I had the cheapest bath/shower combo. Before I replaced the bath/shower combo, I tried moving it outside, but the same thing happened; my Sim would put the toddler in the tub, sit down to start washing her and then take her out immediately and the toddler was still filthy. There was also a baby on the lot, and I didn't make the connection until I saw this thread. Hopefully this gets fixed soon. I'm on a Windows 10 computer and have no mods or CC in my game.

I have the same problem with my toddler not staying in the tub. I also have a baby on the lot. I will try a different tub. Also using the el-cheapo tub/shower combo. Thanks!

Yes! I tried with the basic combo shower/tub, on the same floor as twin babies, and it works! Does it only work with cheaper tubs, I wonder?
