Festivals not spawning in other districts

I have this problem too. I’ll get a text from someone saying they want me to come to a festival and I travel but when I get onto the lot there’s nothing there just the regular food stalls ☹️

I’m really sad because I bought in the city so my sims could go to festivals and now they don’t work.
