Festivals not spawning in other districts

Have you changed the lot type for the lot that loads when you go to the festival? In one of my saves I have a restaurant at the Waterside Warble lot in the Spice District, and if I choose to travel to festivals via the popup or a phone call the festivals will not be spawned, but if I travel to another lot in the same neighbourhood the festival spawns. I've noticed the same thing with the Youth festival when I changed the Hazakura Lounge lot, in Senbamachi, to a restaurant. I haven't noticed this problem when I've changed lots into other types, so this might only happen if you change the festival-tied lots to restaurants.
