I am seeing this intermittently in my game as well since the 7/14/16 patch. I took the pic last night but today the lights in the same room functioned properly. It just isn't consistent. The pic was taken the first night after rotating to the household but it had occurred in two different rooms in the household I had just rotated out of. In my game it only hits one room at a time, i.e. household I had left first had lights stay on in the parents bedroom on day one of rotating into household and then again on the 4th night of play in a newly aged child to teen's bedroom. I haven't used the setting per room, just the auto-lights for all rooms selection.
