This issue happens to me after the July 18th update. It seems to me that if one doesn't modify the light in anyway after update, the light stays the same as before update. However, any modification will result in one seeing this bug. Example is I have a household which their lights were set to auto-light prior update, and everything acted normally after patch. On the other hand, another household was created after patch, thus their lights were set after, and their lights won't turn off when sims are sleeping.
I am not sure, but it may be because the update added new assets for lights, causing the pre-update lights and post-update lights acting differently.
Eta: I was totally wrong. At the end of my game session last night, I noticed that the lights when back to normal. I have zero idea what I did to fix it, so I list out what I've done in the last session.
Maybe one of them can solve the problem, but I'll test it out some time I launch the game.
