[FIXED] Basement disappearing when placing lot from library to smaller lot

@greighish   Thanks for sharing the lot.  I did some testing with the placement and lot types but regardless of what I tried, the sub levels were deleted every time I placed it on the 40x30 lot.  Your thread was merged with an existing thread, so you can see that you are not alone with this problem.  I hope you don't mind but I shared my unmodded save with the EA team that included your lot as an example.  Hopefully they are able to figure out what's happening here.  I wish I could've been more helpful.
