Hello, everyone. I've been experiencing this myself and just for the heck of it, I built a basement room the same size as the cutout and selected the room from the basement level, went up to the next level and selected the yellow border 'remove ceiling' option. Then from the ground floor, above the basement, 'remove floor' option. This seamed to work for me, there is no longer a dirt floor where the cutout should be. From there, I went to the basement and removed a few of the walls. Not all of them for this specific build, but I did try it to see if the cutout remains and it did. Has anyone else had any luck with this method? Cutouts are now appearing the way they should.
I think the only weirdness I did observe was that roof edges seem to clip through the wall of the cutout room. I'm just going to hide it with wall decor. It may not be the way we're used to it functioning but after not having cutouts for a few builds, I am happy with it hahaha

So its a fine bug work around you discovered if people only have a basement that doesn't go further down. Unfortunately most of my basements have cutouts not at main level like this but on 2nd floor and lower.
Its so odd what you discovered here with how if you select the basement level, then go to ground level to remove the ceiling then the floor after, that for some reason can bypass the bug if done in that order.
I'm impressed you figured this out.
If you figure out how to get rid of the dirt on deeper basement levels write it out here.
If EA is listening, this is not a bug fix... it doesn't fix the bug at all. Its only works on the first level basement, any cutout below the first level basement still shows dirt.

We should alert @crinrict to @XY-6405T-1984 's partial workaround so she can post it on the first page of the thread!

If EA's listening--please patch this (eta: a true fix) in ASAP. I've stopped playing 'cuz I've finished my rotation & the only HH left is unplayable thanks to this bug. I spent a few hours last night looking at possible new games to buy, & I'll keep looking. Typically, when I find a new game I like, that's all I'll play for months and months, & when I return to my old games, I almost always drop one out --permanently. I'd hate to give up on this franchise, & I'm not planning to, but I won't be shocked if this time 'round it's TS4 that I drop.
Please make it worth my while to keep playing.
- 6 years ago@Tiarella4 There is really no reason to post that on the first page because it is NOT a partial workaround, it does not fix the bug in the slightest... It does not solve anything, nor does it make the game any easier to play. It is still beyond messed up, and posting that there is a "partial workaround" is completely false.
Beyond the first floor, the remaining basement floors are still bugged out, showing the dreaded permanent dirt floor... just like @Gooseyness said, and just like I tested myself: It does not solve anything.- 6 years ago
I have to agree with @cumbersomecanada, the behavior that i@XY-6405T-1984 reported is how I used to build below ground structures prior to this issue.
It's useful to know, but it's always worked that way. This issue starts at the bottom of the first level basement.
