    Basements will not create irremovable flooring between levels.

    Fixed in Patch 1.55.105

Updated to new 9/5/19 patch and no bueno. This is still an issue with my build. ☹️

I was able to fix it by retracing the rooms and then removing floors again. Silly and somewhat extraneous work around but it worked.

Other lots with open 2 level basements were not affected. The lot that was affected was an arts center.
