I'm having a similar issue. My sims refuse to WooHoo in their bed. There are only two beds on the lot, but there are two separate buildings on the lot. One bed in each building. My sims refuse to WooHoo in the bed in the larger room in the bigger building. There is nothing next to the bed other than nightstands. It is sitting on a rug. They will sleep in this bed. The second bed is in a smaller room and is surrounded by clutter. They are both the same bed in different colors.
If the second bed is not being used my sims will walk all the way from the first bed into the other building then WooHoo on the other bed.
If the second bed is in use, then they cancel the WooHoo action.
