This has been fixed in Patch 1.0.797.20
The correct goal is now shown once again.
I too had this problem and had to complete it using the cheat aspirations.complete_current_milestone No matter what I did I couldn't get past writers block.
Cheat2win, really? For god's sakes. How about not playing the game at all but just cheat till we die out of boredom?
The text is changed but the requirement is the same, you need not to read 1 lib. book but to get writers block.

Ohhh I read for days! And then wrote some books, clicked on them but no matter how many times I tried I couldn't even finish reading the books I was writing. Very frustrating :/ I made a new sim and so far she has been able to read books she's written.
