[FIXED] Bills are really high

How often does the bug occur? Every time (100%)
What is your current game version number? 1.69.59.1020
What expansions, game packs, and stuff packs do you have installed? All except Journey to Batuu, Vampires and 8 stuff packs.
Steps: How can we find the bug ourselves? Play with a household until they have to pay bills.
What happens when the bug occurs? The rent of my household (specifically the tax penalty) is insanely high and I don’t know how to change it
What do you expect to see? Regular bills
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

I’m playing a household of 3 university students on a residential lot in Britechester.

Their bill suddenly went from 3400 to 9800, and it’s all because they have a tax breaks & penalties of around 5000.

They are students, and while I find it funny and harshly realistic with bills they can’t pay, it’s also a bit too much with 5000 added to the bill!

I recently expanded their house by just moving some walls a tiny bit, but didn’t add that many applications or items. In fact I removed their washing machines.

How can I get their tax penalty down??
The only N.A.Ps in action are free love and foodies unite.

For now they managed to pay the bills but next time they will be broke!! Help
I don’t want to use cheat codes if I can avoid it
