Sadly, we have not been able to reproduce this at our end.
Did the plant ever get revived at any point?
Also, would any of you be willing to share your save files with us?
That'll be much appreciated.

Here's a link to one of my Sims 4 saved files uploaded to my Google Drive, which has had two birds of paradise plants fully grown and sheltered for a couple sim weeks, but have never flowered. I've made the planter they're in a different colour for ease of identification among the other plants.
