This seems to be fixed for me. I haven't actually thrown one to see if I get the reward but I no longer see a padlock.
Can anyone confirm/deny ?

Since the August patch my incognito costume party and my black and white party have locked icons over them. Previous to this I've thrown both of those parties and won medals in them. Now even the families that have thrown the parties and have the medals & awards show the locked icon! I tried repairing the game, removing my mods, repairing again, clearing the cache, starting a new game, etc., but they are still showing up as locked.
The funny thing is -- even though they are shown as locked, I *can* still thrown the parties. I just can't win any medals and it doesn't register that the party was thrown after it finishes (no awards, no medal, etc).
