This has finally been addressed in patch 1.24.102

The option to convert the bonsai plant was available on my very first bonsai plant that grew from one of my first bonsai buds that was from the grafted daisy and strawberry plant. That plant was grafted using perfect strawberry and daisy plants. The bud was perfect and the plant grew up perfect. At some point the option to convert became greyed out and I dont know when or why. I have never used mods or CC ever on any game. On this game I have never used cheats of any kind either. Attempts to convert other plants grown from buds do not work. It is possible that only the buds from the grafted Daisy/Strawberry will work? And not buds harvested from an actual bonsai plant? I will try grafting a whole new Daisy/Strawberry/Bonsai Bud plant and see what happens.
UPdate: Moved to a new house. Grew new perfect Daisy and Strawberry from perfect fruit in my inventory. Grafted a new plant, Daisey TO Strawberry and planted one of those bonsai berries and the results were the same, perfect Bonsai that you can not convert.
