Haven't played since the last update until a few days ago and I have this bug too.

I play in Brindleton Bay but I think it is with any world/neighbourhood.

The camera jumps to members of different household I played with in the past that appear on the lot (and I think are using their phone indeed). This makes it impossible to focus on the currently active household. Very disturbing! PLEASE FIX.
