while I am playing the camera will go to any sim that spawns into the neighborhood or lot I am in. whether they are sims I have played with or not.

I have been having the same issue for a while! I have noticed that if they pop on the lot and pull out their phone, the camera goes to them. It's really annoying if you are using the Life Manager mod and your whole family spawns on the lot.
