I'm having this issue currently as well. I tried repairing the game through the EA app. I've also checked it with other families and still had this issue. I can't fix it in manage worlds as it says I don't have a sim selected to move to a different household even though I do. I've uninstalled my mods and CC and it still didn't work.
The Sims TeamMarked as Solution for Visibility. This is still an open issue.

I have been having the same issue that everyone else has been having for a couple years. I can't split and move from household in live mode or merge household in manage worlds. In live mode the animation pops up before disappearing and in manage worlds, after clicking on 7 sims in the household, the merge arrows remain greyed out and when hovering over them it says that no sim has been selected. The only option that seems to work is moving into university housing after enrolling. I have taken out all of my mods and cc and the issues persist.
I have this issue but use mods. All mods are updated. This is becoming the only error in my game.
This error is back since Lovestruck launch, and it's becoming annoying to have a last exception just because a sim move from his household even if we don't play with this one
