I think it's my currently played sim/household that has the issue. It seems to be making her homeless (not appearing in manage households) but she is still in the relationship panel, you can invite her over but she then can't be added to any household. I don't seem to have the issue with her cousin/roommate.
I've been able to move in sims outside of their family in together and it works like normal, and the error code never appeared. I've gotten the error code a couple times trying to load her brothers household and her dad's household but I've been able to get into those lots after trying again.
I see I'm not the only one encountering this issue. It also happens to me whenever I try to transfer sims between households. The same workarounds for the old "Error 123..." failure to load household have worked for me (so far) to rescue my sims after this happens, but it is definitely frustrating, so I hope this gets addressed soon.
