- Splitting the Household and moving out through the Phone is now possible.

Got the same issue, I tried today to split my family up because I wanted to start a new chapter with one of the children in my new save, but it say I am not allowed to split it up. I can only move one sim out at the time and not more then one sim. I am playing vanilla so I do not have anything that should inflict on the game. But I know I also been having bugs with my sims game shutting down since Thursday without any reason or gone to a white screen and then saying it can not connected. So I am not sure if that could have messed up something in my game?
I'm having the same issue - I try to use the phone to move two sims out, but it will only allow the sim who is on the phone to move - when I try from manage worlds, I cannot transfer any sims into a new household.
What I ended up having to do is have one sim move out to a new house, and then move the other one to join them.
So, there's a workaround, but I shouldn't have to use it.

I have the same problem on the console (Xbox One S).
Let's see how long it takes EA to fix this problem.
This has been an issue since july for a lot of us, and its still not fixed yet. Hoping it's done soon because its really a huge part of the game.

Steps: How can we find the bug ourselves? Go to manage households, select a family, and click on the transfer sims between households button. Next, in this order, click on 'create new household' and select a sim to move.
What happens when the bug occurs? The arrow keys don't work and either say 'transferring is not allowed' or 'no sim selected' when a sim is selected after doing the steps above. (They can still move in with existing households no problem, though.)
What do you expect to see? The arrow keys to work as expected.
Have you installed any customization with the game, e.g. Custom Content or Mods? Had them in, but have tested the issue after removing them. No change.
Did this issue appear after a specific patch or change you made to your system? Guessing the October 22nd update between the grim event and the life and death expansion pack release.
