Just checked this out and it seems to be fixed!
Took a vacation day and took my Sims bowling. There was no issue getting to the venue.
If a Sim took a day off (or is in Granite Falls) they are no longer permitted to Travel With. They will not show up as a choice when using the Travel With, and Away Actions will not allow you to Bring the said sim to the neighborhood
This only occurs if the Sim in question is attempted to be brought during their work/school hours.

The missing travel with option makes it different but could you read that thread to see if there might be a connection ?
They are differnt, I know of the bug the thread refers to but this one it's actually me being able to play the sim but the game prevents me from allowing them to travel to other destination unless I manually select them and do it (say I can't bring 2 children between 9-3 PM because the game, despite them being on a day off/paid vacation, somehow believes they are at school)
The other bug refers to an issue with the UI where the game seemingly is unable to add the "away actions" UI on sims who returned to work and came back home whilst you are away on another lot.
Not saying it's the same, just if it's related.
