Just checked this out and it seems to be fixed!
Took a vacation day and took my Sims bowling. There was no issue getting to the venue.

I double-checked and the problem is still there. Sims are still on vacation. During normal working hours I could only travel with the active Sim and the other three don't even show up on the list of available Sims to travel with. Once in the National Park the "bring Sim here" interaction was not available for the Sims left behind.
So, definitely still a problem!

Checked today and this issue is still a problem after the May 2015 patch.
Still not fixed after August 6th, 2015 patch.
Had this issue come up again today. Trying to take two Sims to the Grotto for a fishing trip on their vacation day, and I had to take one Sim and then go back for the other Sim because it was during their working hours.
I am having this issue too, it is so annoying, especially if a sim in a household is invited to a party they can't take sims that are on vacation in their household with them during those sims normal work hours. This really needs fixing!!
