I was experiencing this and I have since been able to build a rocket in that same save, but I am unsure of which thing(s) fixed it so I am going to list everything that happened in case it helps anyone else:
I am on PS4 with no mods and every pack except for the dust and the workout clothes. No cheats enabled, I went to one Geek Fest and the chicken fair happened but I did not attend. My sim purchased the steampunk rocket on their lot in Newcrest and was unable to interact with it in any way. Here are all of the things I did to try to fix it:
1. Invited 8 sims over hoping that one of them would work on it, nobody did.
2. At 8pm built a "park" lot on the Tranquil lot in Newcrest with the minimum amenities (toilet, sink, benches, etc.) and also two each of three rocket types. I gave the lot gnomes, fast internet, and science lair and had my sim visit.
3. Upon arrival my sim could not interact with any of these rockets, either.
4. I had my sim practice singing and wait around... she increased her singing twice and at 4am I had her use a moodlet solving potion.
6. At 6am Prank Day holiday started on it's own.
7. At 8am I noticed my sim could now interact with all of the rockets in the park to start building them. No other sim had touched them.
8. I had my sim travel home and she was able to build her own rocket that had been untouchable before.
I do not know which thing made it work, but hopefully one of these things helps?
My sim is in the science career and can build the rocket at work. I rebuilt the lab there and placed a new rocket. This was all after the cottage living pack. He also worked on the rocket at geek con ok. Placed one at home and it will not work no matter what I do!
I have mods, but switched them off and I still can't do it.
I'm having this problem too! such a pain
I am having the same problem. Since downloading Country Cottage, I can't interact with building any of the rocket ships. You click on it and there is no interactions. It appears as if the script needed for the interaction is missing or is not being triggered. Would the developers please check into this.
I have never used mods and cannot use the rocket ship at science lab nor when I purchase one at home lot. It started right around the time I downloaded country living as well.

So...Code is fickle... You have words that make sense to the computer and words that don't. If NoneType isn't in the plethora of syntax then it will give a syntax error, meaning the game will not function properly for that specific item or object. So NoneType is the problem, why aren't they fixing this thing already? It shouldn't be that hard to fix a small error in python...
Im so frustrated that this issue has been continuing for so long and they havent even addresssed it or tried to fix the problem. Yet continue to sell packs, stuff, and kits. Let us know what they care about.
I have this problem and my scientist can't build the rocket at work either! I thought maybe it was just the item, reset it, put down a different style of rocket, but nothing worked. I can't build rockets AT ALL, anywhere.
I could build the rocket at the science job with my sim but it acted weird at some point. I did have cottage living during this time and it just delayed its appearance to transform into the second stage. I then had issues when starting up the game, picking my science sim and going to work the exact day, they dont think to go anywhere right as you get on that household as if they werent autonomous the whole time you were on another household for 4 days straight. That worries me what if they die because their needs aren't met? But like when the sim had to work it wouldn't let me follow them to the lab cuz the day started as they were late. Started getting buggy when I made a ton of houses and sims for the houses.
Also here's my specs as needed. I'm not on right now so I can't necessarily go into detail:
Graphics card: Nvidia Geforce RTX 2060
Processor: intel i5 i think 6 or 8 core...
My computer is new but runs like a powerhouse and has windows 11 installed. Smooth as butter.
