[FIXED] Cell phone gives off-grid-related moodlets for on-grid

How often does the bug occur? Every time (100%)
What is your current game version number? 1.63.133.1020
What expansions, game packs, and stuff packs do you have installed? GTW, CL, GT, Dine Out, Outdoor Retreat, Spa Day, Vampires, Bowling, Kitchen Stuff, Movie Hangout, Perfect Patio, Vintage Glamour.
Steps: How can we find the bug ourselves? Have a sim call another sim on the phone while inside an on grid home, staying on the call until they're done talking.
What happens when the bug occurs? After the phone call ends, the sim has either a +1 to happy or a +1 to angry moodlet for "dropping call" in an on grid home.
What do you expect to see? None or appropriate moodlets after calls from an on grid home.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes

My sim is Althletic, Perfectionist and Loves the Outdoors and lives in San Myshuno, 18 Culpepper

She got a + to Happy for a dropping call when she lives in an on grid apartment. She was energized when the buff was applied.

A different time, she got a +1 to Angry buff after using the phone. At that time her base mood was fine but was boosted to Happy because of the flooring and wallpaper.

I removed the buffs from walls and flooring in Game Options, it didn't make any difference.

The only trait on the lot, I forget its name, it's a creative plaque, the lot trait that can't be removed.

Removed mods, updated game, deleted cache. Brand new game with brand new sim. Image attached, sorry don't have one for the angry moodlet.
