    Chest deformations should once again expand correctly on female Sims with masculine frames.

    Fixed in Patch 1.93.129/1.66

There has been a new update and its still not fixed ,I'm telling you these people don't care. Don't give them anymore of your money if they refuse to listen. It is now August and nothing has been done about this,let's try to message The Sims on Twitter to get this out we will not be ignored. We spend our money on a game that get buggy every update, and these people refuse to listen this has got to end now.
