which apartment are you playing in ?

This has been happening to me while playing Medina Studios.
I was playing a household in the large 930 Medina Studios apartment and noticed this when I was chatting with an NPC who lives in the apartment across the hall who had checked his mail. He had very unusual clipped voiceover while chatting so I didn't figure out the 100% reproduction cause until I switched over to play Salim Benali who lives in 910 Medina Studios and the same thing happened when chatting with another NPC who was checking the mail.
I don't currently play any other apartment blocks, so I can't check to see if this happens in other apartments, but I'd assume it does if it's some glitchy sound events/animations that don't end properly when NPCs decide to automomously check their mailboxes.
If really needed, I could start playing Penny Pizazz who lives in a different apartment block in the Fashion District and observe NPCs reading mail there too.
You don't even need to interact with the NPC though, just watch whenever an apartment dwelling NPC comes out to check the mail. They start to read it and do voices like "ah", "huh" like normal, and you'll hear envelope shuffling. But then even when they stop and do something else like walk back to their apartment door or go to read the noticeboard, they still keep moving their mouths saying "ah" and "huh" and phantom envelope shuffling noises following them until they despawn back in their apartment.

Yup.. have this too. Apartment building doesn't matter. They constantly make the reading mail idle noises throughout conversation, daily chores, etc. Its annoying but ive learned to drown it out. Its been a thing for a long time for me as well. I've learned to accept it lol.
- 6 years ago@Abradley745 Yeah, I tend to leave the radio on in my Sim's apartments to drown out the sound effects, but I hope it'll be resolved, LOL.
In my experience, the apartment location doesn't matter because some of my Sims in different Save Files live in various apartments and it's this same issue.

I'm trying the super sim challenge and I just can't bring myself to do the city aspiration because it requires living in an apartment which means I would have to listen to that sound all the time. It drives me nuts! At first I thought it was from living in a 'needs TLC' apartment... nope, my sims room mate kept going to check the mail and made the aha and ooh and giggling noises non stop. I was trying to figure out what the noise was, and yep, its rustling mail. I suspect this fix is low on the list of things that EA will look into. Sad, because I really enjoy city living.

Don't let the noises stop you from completing the aspiration. You only need to live in an apartment for two steps of the City Resident aspiration and both steps should only take a few minutes. You can move out again as soon as you've given an apartment key to a friend in the first milestone and as soon as the game registers your apartment value for the final milestone. There might not even be time for a neighbor to check mail.
Alternatively, you could live in the Spire Apartments. There's only one apartment so there won't be any neighbors.
