I went ahead and patched my game and with a clean game folder, no mods or custom content, plus I repaired the game after patching (something I always do anyway) I can confirm that all of the food vendors (male and female) are randomizing into all different kinds of footwear.
I created multiple new saved games and every time vendors showed up with crazy footwear choices. So it looks like I'll be continuing to use the fix I made for myself last month until this is addressed.
I have no idea why no one else has reported this unless it's because on old saves, it may not be a problem, since there are preexisting vendors and maybe it takes a new game for them to randomize into oddball shoe choices. I honestly don't know.
I do know that I went through every single pair of shoes in the game for adults last month and checked the tags on all them and there were none assigned to the vendor uniforms for San Myshuno or Brindleton Bay. This is the source of the problem. I don't know if already existing vendors would be affected or not, but I know making a mod that assigns shoes to the uniforms gets rid of the problem.
Do you still get high heels for males though ?

I didn't have males in heels this time, but the choice is randomized from shoes of both genders across all packs and doesn't recognize whether they are Feminine or Masculine. For example, Eric Lewis spawned in his vendor uniform wearing women's flats from City Living during one of my tests not women's heels, but wrong all the same.
It's not just the choice of high heels on male vendors, but the fact that it's also sloppy programming that the uniforms don't have proper shoes set for them when I know they did before. Things like this are why people have to use mods. It's just very frustrating.
