Addressed multiple cases where festival objects from different events (Romance, Flea Market, Spice, and Humor and Hijinks) overlapped on lots in San Myshuno. Additionally, rogue objects such as coffee cups, plates, flowers, cupcakes, crates, and boxes will no longer appear randomly floating or scattered around the city.
3. Install all expansion packs except for the one(s) with corrupted lots. city living in your case.
4. Start the game. Load your game. You will get a notification about items being removed and the neighborhood is gone, along with the festivals.
5. Save your game (choose a new save rather than overwriting current save, just in case).
6. Exit the game, Install the rest of expansion packs.
7. Load your new save. You will notice that the corrupted lots were reset.
Side effect: Missing CAS items (shirtless/bottomless NPCs), missing build items, aspirations (city native), traits (spicy tingle, chopsticks savvy) and skills (singing) that comes with the corrupt Expansion pack.
The corrupt data is gone as well so its worth it.
I've also had floater penthouse bug, so I killed two birds with one stone and fixed both penthouse and the festivals bug.

Don't know if this will work for me. I have multiple households living in SM. I'd need to move them out and save all my SM lots and apartments to The Gallery. But, I might give it a shot on the weekend on a copy of my game.
Just tried this out on a copy of my game and it did indeed fix the vendor/festival decor overlap.
This not an EA approved method for disabling packs.
Make a copy of your The Sims 4 folder and put it somewhere safe.
I would recommend first moving out all your CL households and saving any lots/apts you've added/redone to your Library. Then create a new basegame household and move them onto an empty lot in another world. Save and quit your game.
Follow James Turner's instructions for disabling one pack. Open your game and resume playing with that new household. You'll get a lot of warnings. Go ahead anyway. Do a "Save as" and do not overwrite any existing saves. Do nothing else. Quit and save.
Re-enable the CL pack by deleting the text you entered into View Properties. Save and close that window. Open your game. CL should now be installed. All the CL items you have in other Worlds should still be there. BUT SM will be back to its default households and lots.
I did a quick test on a copy of my game to see if this worked. It seemed to. You will lose skills, traits and knowledge associated with CL.
Always test with a copy of your game.
Update #2. Nope. This did not fix the problem. Reset CL to default, but the overlapping came right back.
