Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No
I rebooted the game once and it didn't fix itself but this time it did.
Still, you should watch the video.

It would really be nice if you would at least say what your issue is. I'm guessing it's the constant singing which is a known issue that already has a thread (going to merge if you could verify that).
It usually goes away on restarting the game.
If it's something else, please elaborate a bit more.
Will do next time, I've solved this problem already. And yes, It is the constant singing. And it went away when I restarted the game after 2 tries.
